June of 2026 marked the fourth anniversary of the Supreme Court decision in Dobbs v. Jackson Women’s Health Organization, which revoked the constitutional right to abortion, essentially forcing American reproductive care back into a patchwork system governed by politics rather than medicine. New York City and state have a long history as a safe haven for reproductive care. In 1970, New York became the only state in the country to provide abortion care to anyone, regardless of where they lived, three years before Roe v. Wade made that the standard.
When the Dobbs decision came down in 2022, it was not a question of if New York would be that beacon of care again — it was a question of when. Five months later, New York City launched the Abortion Access Hub: a hotline that connects anyone who does not want to be pregnant or cannot safely carry a baby to term with abortion providers and financial resources, including four of the Health Department’s Sexual Health Clinics, which offer medication abortion at no cost. Since its launch, Abortion Access Hub has answered more than 10,400 calls and nearly 5,000 live chat messages.
Now, in partnership with New York State, the NYC Health Department is expanding the Abortion Access Hub network to include providers beyond the five boroughs. FPHNYC is proud to be working with the Health Department to scale up staffing and infrastructure to continue growing this lifesaving work and connect more people to care across our city and state.
On the Other End of the Line
More than half of callers to the Abortion Access Hub seek medication abortion services, while one-quarter of calls come from outside New York state. Among out-of-state callers, the largest shares come from Florida (35%), Texas (27%), and Georgia (15%), where abortion access is heavily restricted. Most callers are under 30 (60%). Nearly half identify as Latino (47%), nearly one-quarter identify as Black (24%), and most report annual household incomes below $25,000 (59%).
And yet the data do not substitute for the stories.
People from out-of-state are often in tears when they call, afraid they can’t afford the costs of an abortion away from home; moms who can’t take on the emotional or financial weight of caring for another child; teenagers seeking an abortion without family support.
The Health Department’s Abortion Access Hub counselors connect callers to solutions for all of it. New York State does not require parental consent for abortion care. There are financial resources available to cover the costs of an abortion for people who cannot afford it or who are worried about receiving an insurance bill. Callers are referred to a network of providers across the city and, with this new expansion, can now be referred to an expanding network in other parts of New York State.
The Abortion Access Hub is a critical way New York City and State are helping to ensure that no one must endure a forced pregnancy, no matter what legal, logistical, or financial challenges are in their way.
