The Fund for Public Health NYC (FPHNYC) is pleased to welcome Carol Rattray and Vishva Mehta, two highly accomplished professionals, to the organization’s Board of Directors. FPHNYC is an independent nonprofit that provides fiscal and administrative management, as well as strategic fundraising services, to the New York City Department of Health and Mental Hygiene (the Health Department).

Carol Rattray is President of the Rattray Kimura Foundation and an angel investor and philanthropist. A former investment banker, she earned both a Master of International Affairs and an MBA from Columbia University. Born in Kobe, Japan, Ms. Rattray resides in Manhattan with her husband, with whom she shares three adult children.
Vishva Mehta is a Principal at Blackstone, specializing in healthcare and life sciences investments. Before joining Blackstone, he was a Principal with KKR’s Americas Private Equity platform and its Health Care Strategic Growth business. He previously held investment roles at Sixth Street and Harvest Partners and began his career in investment banking at Lincoln International. Mr. Mehta holds a Bachelor of Science in Finance, with honors, from the University of Maryland. He lives in Manhattan with his wife and two children.
“I am excited to welcome Carol and Vishva as the first new board members at FPHNYC since I became Chair earlier this year,” said NYC Health Commissioner and Chair of the Board of the Fund for Public Health NYC, Dr. Alister Martin. “FPHNYC channels the expertise, skills, and beneficent drive of people like Carol and Vishva into initiatives that improve the health of New Yorkers. Their insights on FPHNYC’s board will help move us forward to make the city more affordable and just for all.”
“Carol and Vishva are joining FPHNYC’s board at an important moment,” said Howell Wechsler, FPHNYC’s CEO. “Public health can have a profound impact on the lives of New Yorkers, but decades in this field have taught me it takes advocates and partners to make a case for this work. Carol and Vishva have the kind of experience we need to help foster new partnerships at a time when the need for public health services is growing. I’m glad to welcome them as colleagues on our board.”
“I’ve always been energized by putting my experience to work with the right partners to create tangible impact,” said Carol Rattray. “That’s what FPHNYC does: bringing private and philanthropic resources together with the city’s Health Department to scale public health projects to reach more New Yorkers. I’m honored to join the board, help build those connections, and be part of that work.”
“Throughout my career, I’ve seen how the right combination of innovation, resources and strong partnerships can improve health outcomes,” said Vishva Mehta. “FPHNYC applies that same principle in its work with the Health Department to address some of the most important public health challenges facing New York City. I’m honored to join FPHNYC’s board and look forward to helping strengthen the partnerships that advance its mission.”
